The Ministry of Energy, Mines and Petroleum Resources, the Oil and Gas
Commission, and the Council of Treaty 8 Chiefs (Fort Nelson First
Nation, Prophet River First Nation, Doig River First Nation, Halfway
River First Nation, West Moberly First Nations and Saulteau First
Nations) have signed new agreements that revitalize the oil and gas
activity consultation process.
The renewed Consultation Process Agreements will increase clarity in the
consultation process by more clearly defining timelines, creating
guidelines, and establishing regular meetings and workshops. Effective
problem solving will be facilitated by the establishment of a dispute
resolution process
An Implementation Committee will oversee the initiation of the agreement
and work to ensure mutual understanding and dialogue throughout the
process. A joint training program will work toward a shared
understanding of the agreement and improve working relationships.
In addition, the agreements enable early engagement of industry, streamline
improvements to environmental, health and safety applications and encourage
innovation and the collaborative development of Best Management Practices.
The new agreements come into effect immediately and replace those developed
in 2001 and 2002. The Implementation Committee will be working on a
timeline for training and full implementation of the new Agreements.
The Province is building a New Relationship with First Nations founded on
the principles of mutual respect, recognition and reconciliation of
Aboriginal and Treaty rights. The goal is to ensure Aboriginal people
share in the economic and social development of British Columbia.
